In setting up a Capital Market Training Institute and design of course structure for Capital Market Participants

The Securities and Exchange Commission of Sri Lanka is a body incorporated under Act No. 36 of 1987 as amended. One of the main responsibilities of the Commission is to promote and develop the Securities Market in Sri Lanka.

The SEC is of the view that enhancement of knowledge and skills of persons engaged in the industries such as financial services are both a current and future necessity. In order to facilitate the above, the SEC requires the services of a consultant to design a multi-tiered course structure for capital market participants along with a sustainable institutional framework through a self-funding institution. The consultant should possess expertise and wide experience in the financial service sector preferably with knowledge of the Sri Lankan capital market.

The consultant will be required to:

Review the existing study programmes in Sri Lanka and undertake a detail job analysis in the financial sector to identify the Body of Knowledge that needs to be covered.

From that Body of Knowledge design the course curriculum with a modular structure relevant to investment practice.

Draw-up a practical plan of action to implement the programme with inputs from a committee, appointed by the SEC and finalize the programme.

Develop an action plan to set-up a “Capital Market Training Institute” including staff requirements.

Develop a financial projection (Business Plan) demonstrating within which period a self-funding status could be achieved.

Identify the ways of obtaining facilities such as lecture rooms, equipment to conduct the programme at the initial stage of the project.
